Brownfield Cleanup at South Norwalk Station RFP

Norwalk Redevelopment Agency (NRDA), a local planning agency in Norwalk, Connecticut, was awarded a $500,000 FY2021 U.S. Environmental Protection Agency (EPA) Brownfields Cleanup Grant to pay for remediation activities for the South Norwalk Station Commuter Parking Lot, located at 30 Monroe Street, in Norwalk, Connecticut.


The Site consists of a single 3.03-acre parcel, developed with an active 5,565-square foot (sq.ft.) passenger train station building and covered platform. The remaining portions of the Site exist as paved parking areas. The property was previously developed with manufacturing facilities, including South Norwalk Electric Works Facility (an existing power generating facility potentially up gradient of the Site) that formerly existed as a manufacturing gas plant (MGP) (circa 1920s to 1960s). Historical filling activities are suspected to have occurred at the Site. The Site is listed as a suspected hazardous waste site for dumping of solvents. South Norwalk, the community in which the Site is located, is designated as an Environmental Justice (EJ) community by the State of Connecticut.

Parties interested in attending the pre-bid site walkthrough for the remediation of 30 Monroe Street are encouraged to park on the northbound side of the South Norwalk Train Station. Please be aware that Google Maps may indicate the incorrect location and wrong side of the train tracks. Please search for “9 Henry Street, Norwalk, CT 06854” or “9 Henry Street Parking” when using GPS. Please gather at the smaller, northbound South Norwalk Train Station structure, located in-between Monroe Street and Henry Street.
